Building Department
Each town in Connecticut is charged with appointing a building official whose duties are defined under CT State Statute and the State Building Code.
An excerpt from the State Building Code:
The building official is hereby authorized and directed to enforce the provisions of this code. The building official shall have the authority to adopt policies and procedures in order to clarify the application of its provisions. Such policies and procedures shall be in compliance with the intent and purpose of this code. Such policies and procedures shall not have the effect of waiving requirements specifically provided for in this code, nor shall they have the effect of establishing requirements in excess of those set forth in this code.
The building official shall receive applications, review construction documents and issue permits for the erection, and alteration, demolition and moving of buildings and structures, inspect the premises for which such permits have been issued and enforce compliance with the provisions of this code.

Please note that Lebanon's Building Official is also Building Official for the Town of Columbia and may be called away for emergencies and unforeseen building matters.
